Abstract:   (19 Views)
The conflict between water resource management projects and the conservation of cultural heritage represents a critical challenge for sustainable development. Using a descriptive–analytical methodology and a synthesis-based research approach, this study provides a comprehensive assessment of the impacts of water infrastructure, particularly dam construction, inter-basin water transfer, and watershed management, on archaeological sites and historic structures. The analysis demonstrates that traditional reactive salvage practices are no longer adequate to address the scale and complexity of these threats. A systematic review of international case studies and national evidence reveals that emerging digital technologies, including satellite and UAV-based remote sensing, photogrammetry, 3D laser scanning, GIS-based spatial modeling, heritage digital twins, artificial intelligence, and immersive VR/AR, enable a paradigm shift from crisis response to preventive conservation. The paper proposes an integrated framework leveraging these technologies to support early detection, accurate documentation, environmental monitoring, and digital reconstruction, ultimately facilitating informed decision-making in water development projects. The findings underscore that embedding advanced technological solutions into planning and implementation processes is essential for achieving sustainable development goals while safeguarding cultural heritage from environmental and infrastructural pressures.
