Corporate governance is of great importance as a system that determines the goals, structure, and oversight of organizations. The purpose of this study is to examine the components of corporate governance in the development companies of the Ministry of Energy and to improve organizational efficiency and transparency. Given the recent crises in water and energy resources, the need to pay attention to corporate governance has become more tangible than ever. This study, using a qualitative approach and case study method and collecting data through semi-structured interviews with 15 managers and experts in the field, has identified various dimensions of corporate governance. The results show that key components, including board structure, information transparency, stakeholder engagement, social responsibility, and organizational change and transformation, are necessary to improve the performance and efficiency of government organizations. This model can be used as an efficient framework for the optimal implementation of policies and projects in the development companies of the Ministry of Energy and help promote positive interaction with stakeholders.
