fa تحلیل و ارزیابی حکمرانی آب در ایران بر مبنای اصول پیشنهادی OECD هیدرولوژی و برنامه ریزی منابع آب هیدرولوژی و برنامه ریزی منابع آب پژوهشي Research <span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">مقوله حکمرانی آب به عنوان خط مشی‌های سیاسی، اجتماعی و اقتصادی ناظر بر نحوه مدیریت و بهره‌برداری منابع آب، امری زمینه‌ای بوده که بطور غیرمستقیم بر روش‌های تصمیم‌گیری و اجرای برنامه‌ها شامل &quot;چه کسی&quot;، &quot;در چه سطح و زمانی&quot;، &quot;چه اقدامی&quot; تأثیر می‌گذارد. در این پژوهش، برمبنای اسناد علمی و مصاحبه تخصصی نیمه‌ساختار یافته، مقوله حکمرانی آب در ایران مورد آسیب‌شناسی انتزاعی قرار گرفته و بر مبنای اصول </span></span></span><span style="font-size:11.0pt"><span style="line-height:107%"><span new="" roman="" style="font-family:" times="">OECD</span></span></span><span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">، سعی شده راه‌کارهای عبور از شکاف‌های آب در ایران ارائه شود. بنابر یافته‌های این تحقیق، وضعیت موجود ایران در راستای حکمرانی خوب آب تلقی نمی‌شود. هرچند، درک مدیران آب کشور در مقوله &quot;چیستی&quot; و &quot;چرائی&quot; قابل قبول است لیکن در درک &quot;چگونگی&quot; کمبود وجود دارد. به ویژه، اقدامات، بیشتر تابع سلیقه کنش‌گران و کمتر در راستای خیر عمومی و منافع بلندمدت بوده و ضرورت دارد نسبت به اصلاح روش حکمرانی آب در ایران برمبنای رجوع به فرایندهای چندسطحی، جلب مشارکت ذی‌نفعان و کنش‌گران، حذف تعارض منافع و ارتقاء شفافیت و عدالت اقدام شود. به پیمان‌سپاری امور اجرائی حوزه آب به خارج از حاکمیت و در نهایت، تمرکز بر انجام اقدامات زمینه‌ساز، شامل اندازه‌گیری، تحلیل، انتشار آزاد و پیوسته اطلاعات، آگاهی‌بخشی و آموزش و توجه به حقابه محیط‌زیست توصیه می‌شود.</span></span></span> <span style="font-size:12.0pt"><span style="line-height:107%"><span new="" roman="" style="font-family:" times="">The category of water governance, as political, social and economic policies that oversee the management and exploitation of water resources, is a field that indirectly affects the methods of decision-making and implementation of programs; including &quot;who&quot;, &quot;at what level and when&quot;, &quot;what action&quot;. In this research, based on scientific documents and semi-structured expert interviews, the category of water governance in Iran has been subjected to an abstract pathology and based on OECD principles, solutions to overcome the water gaps in Iran have been presented. According to the findings, Iran&#39;s current situation is not in line with good water governance and sustainable development. However, the understanding of the country&#39;s water managers in terms of &quot;what&quot; and &quot;why&quot; is acceptable, but there is a lack in understanding &quot;how&quot;. In particular, more actions are subject to the taste of actors and less in line with the public good and long-term interests, and it is necessary to reform the water governance method in Iran based on referring to multi-level processes, attracting the participation of stakeholders and actors, eliminating conflict of interests and promoting transparency and justice.
