fa تحلیل و سطح‌بندی چالش‌های هیدروپلتیکی رودخانه‌های مرزی ایران هیدرولوژی و برنامه ریزی منابع آب هیدرولوژی و برنامه ریزی منابع آب پژوهشي Research <span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">آب مهم‌ترین نهاده‌ی طبیعت برای توسعه‌ی پایدارِ جوامع بوده و نقش روزافزون در بروز تنش یا تشکیل ائتلاف‌ بین کشورها دارد. حساسیت و آسیب‌پذیری ایران، به دلیل واقع شدن در کمربند خشک و نیمه‌خشک کره‌ی زمین و قرارگیری در گسل ژئوپلتیکی بَری و بَحری، دوچندان است. در مقاله‌ی حاضر، با داده‌یابی منابع کتابخانه‌ای، اسناد و آمار ملی و جهانی و مصاحبه با متخصصان نسبت به شناسائی چالش‌ها، تحلیل و سطح‌بندی آن در پنج حوضه اصلی رودخانه مرزی مشترک با کشورهای همسایه، اقدام شد. نتایج این پژوهش با تصدیق نقش فزاینده‌‌ی هیدروپلتیک در مناسبات منطقه‌ای غرب آسیا، نشان‌گر ضعف ایران در درک صحیح فضای بین‌الملل و سیاست‌گذاری غیرواقع‌بینانه در زمینه‌ی منابع آب مرزی می‌باشد. نتایج، بر اهمیت دیپلماسی مبتنی بر تفکر عقلانی و بهره‌برداری مشترک ذینفعان آب‌های مرزی، جهت رفع تعارضات منطقه‌ای و جلوگیری از ائتلاف آبی علیه ایران تاکید دارد؛ اقدامات همگرایانه با شرکای بین‌المللی و اتحاد‌های آبی در چارچوب منافع مشترک، بهترین راهکار مواجه با بحران‌های موجود و تبدیل آن به فرصت توسعه و امنیت مرزها می‌باشد. همچنین، تشکیل کارگروه‌های مطالعاتی هر یک از حوضه‌های آبریزی مرزی، با رویکرد بین رشته‌ای متشکل از متخصصان آب، سیاست خارجی و حکمرانی، برای تدوین راهبرد و برنامه اقدام، مورد توصیه است.</span></span></span> <span style="font-size:12.0pt"><span style="line-height:107%"><span new="" roman="" style="font-family:" times="">formation of alliances between countries. In this article, by searching library sources, national and international documents and statistics, and interviewing experts, the challenges were identified, analyzed and leveled in the five main border river basins shared with neighboring countries.
