fa بررسی لزوم بهره‌گیری از ساز و کار مشارکت عمومی خصوصی در اجرا و توسعه طرحهای برق آبی در ایران توسعه پایدار، زیست محیطی و ارزیابی اقتصادی توسعه پایدار، زیست محیطی و ارزیابی اقتصادی گزارش مورد case report <span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">طرحهای مربوط به احداث سد و نیروگاههای برق آبی، به عنوان یکی از مهمترین نیروگاههای تولید انرژی، نقش بسیار مهمی در پایداری شبکه برق سراسری هر کشور ایفا مینمایند. بنابراین، طراحی، اجرا و بهره برداری از این طرحها همواره در دستور کار کشورها، مخصوصاً کشورهای در حال توسعه قرار دارد. یکی از موارد مهم در راهبری طرحهای برق آبی، انتخاب مکانیسم مناسب جهت تأمین منابع مالی است که در این مقاله، روش مشارکت عمومی- خصوصی به دلیل بهره‌مندی از مزایای بسیار، مورد بررسی قرار گرفته است. در کشور ایران به علل مختلفی همچون عدم ثبات و پویایی اقتصادی، نرخ تورم بالا، تحریمهای اقتصادی و همچنین مدیریت و سازماندهی نامناسب، تا کنون طرحهای محدودی با این روش اجرا شده‌اند. در مقاله حاضر، آمار و اطلاعات طرحهای برق آبی موجود که با روش مشارکت عمومی- خصوصی اجرا و به بهره برداری رسیده‌اند به همراه پیش بینی این روند در سالهای آتی بررسی شده‌اند. به علاوه، مطالعه موردی مدل مالی نیروگاه برق آبی گلپایگان&nbsp; و امکان پذیری ورود بخش خصوصی برای اجرای آن نیز در این مقاله آورده شده که نشان میدهد با سیاستها و شرایط موجود در کشور ، روش مشارکت عمومی- خصوصی و استفاده از پتانسیل بخش خصوصی امکانپذیر نخواهد بود.</span></span></span> <span style="font-size:12.0pt"><span style="line-height:107%"><span new="" roman="" style="font-family:" times="">Projects related to the construction of dams and hydropower plants, as one of the most important power plants for energy production, play a very important role in the stability of the national electricity network of any country. One of the important issues in the management of hydropower projects is the selection of the appropriate mechanism to provide financial resources. In this paper, the PPP method has been examined due to its abundant benefits. In Iran, due to various reasons such as lack of economic stability and dynamism, high inflation rate, economic sanctions, as well as inappropriate management and organization, so far limited projects have been implemented with this method. Here, the information of the existing hydroelectric projects that have been implemented and put into operation with the PPP method have been reviewed along with the forecast of this trend in the coming years.
