fa شناسایی و الویت بندی عوامل موثر بر تامین مالی خارجی برای احداث سد و نیروگاه های آبی با استفاده از روش swara در محیط فازی Identifying and prioritizing the factors affecting external financing for the construction of dams and hydropower plants using the swara method in a fuzzy environment مدیریت پروژه و روش اجرا مدیریت پروژه و روش اجرا كاربردي Applicable <div style="text-align: justify;">تامین مالی خارجی برای اجرای سد و نیروگاه آبی و تولید برق پاک به عنوان یکی از عوامل مهم رشد و توسعه اقتصادی کشورهای میزبان به شمار می رود و طی دهه های اخیر از روند فزاینده ای نیز برخوردار بوده است. بسیاری از کشورهای در حال توسعه با کمبود سرمایه و منابع مالی مواجه هستند .این کشورها از جمله ایران برای جبران کمبود سرمایه و منابع مالی مورد نیاز خود نیازمند جلب سرمایه های خارجی هستند شناخت عوامل موثر درجذب سرمایه گذاری مستقیم خارجی می تواند در سیاست گذاری کشورهایی که نتوانسته اند از این عامل به خوبی استفاده کنند مفید باشد. هدف از پزوهش شناسایی و الویت بندی عوامل موثر بر تامین مالی خارجی بر ای تولید برق از طریق نیروگاه های برقآبی است . جامعه آمار ی در این پزوهش مدیران  شرکت های تابعه  وزارت نیرو و مهندسین مشاور مهاب قدس  شورای اسلامی و ابزار جمع اور ی اطلاعات از طریق پرسشنامه و تحلیل داده ها برای رتبه بندی از طریق روش swara  است .در نهایت  16 عامل شناسایی و الویت بندی شده اند. که تحریم اقتصادی و هزینه فرصت به ترتیب با لویت یک و شانزدهم  نهایی شده است .</div> External financing is considered as one of the important factors of economic growth and development of host countries and has had an increasing trend in recent decades. Many developing countries face shortages of capital and financial resources. Competition, especially among developing countries due to the need for rapid access to development and the lack of more financial resources, is emerging. Electricity until 2030. The purpose of this study is to identify and prioritize the factors affecting foreign financing for electricity generation through hydropower plants. The statistical population in this study is the managers of companies affiliated to the Ministry of Energy and consulting engineers of Mahab Quds Civil Engineering Commission and Economy Commission and Budget Commission of the Islamic Consultative Assembly and data collection tools through questionnaires and data analysis for ranking through swara method.
