fa تاثیرات و ریسک های اجتماعی در مدیریت مسائل اجتماعی سیل Impacts and social risks in the management of flood social issues توسعه پایدار، زیست محیطی و ارزیابی اقتصادی توسعه پایدار، زیست محیطی و ارزیابی اقتصادی پژوهشي Research رویدادهای غیرمترقبهای همچون سیل، زلزله و مانند آن و مداخلات توسعهای همچون سدها، نیروگاهها، سامانههای انتقال آب و سازههای عمرانی تاثیرات و ریسکهایی دارند که احداث آنها مسائلی را ایجاد و خسارتهای جبرانناپذیری به بار میآورند. مداخلات توسعهای که در بستر رودخانهها و مناطق سیلخیز احداث میشوند، همزمان از تاثیرات و خسارت های سیل آسیب میبینند و اثرات اجتماعی را تشدید میکنند. ارزیابی تاثیرات اجتماعی (اتا) و ارزیابی ریسک اجتماعی (ارا) در شناسایی و ارزیابی تاثیرات چنین رویدادها و مداخلاتی فهم و بینش بهتری را در مدیریت پروژهها ایجاد می کند و ترکیب این دو ارزیابی، زمینه توسعه کاربرد ارزیابیهای اجتماعی را فراهم میسازد. این پژوهش با بهرهگیری از ادبیات نظری، مصاحبه با متخصصان و خبرگان و روش کیفی تجزیه و تحلیل دادهها وجه مشترک ارزیابی تاثیرات و ریسکهای اجتماعی سیل را مبنای پژوهش قرار میدهد و به شناسایی اثرات و احتمالات اجتماعی آن میپردازد. نتایج پژوهش نشان میدهد اثرات و احتمالاتی که در شاخصهای جمعیتی طبقهبندی میشوند از بیشترین شدت و بلندترین مدت اثر/ احتمال اجتماعی منفی و در مقابل، شاخصهای حمایتگری اجتماعی، مدیریت مخاطرات و فعالسازی گروهها و نهادهای رسمی و غیررسمی از بیشترین شدت و بلندترین مدت اثر/ احتمال اجتماعی مثبت ناشی از سیل برخوردارند.   Unexpected events such as floods, and development interventions such as dams, and civil structures have effects and risks that cause damages. They bring irreparable harm. The development interventions that are built in the riverbeds and flood-prone areas simultaneously suffer from the effects and damages of the flood and intensify the social effects. Social impact assessment (SIA) and social risk assessment (SRA) and evaluating the effects of such events and interventions creates a better insight in project management, and the combination provides the basis for the development of the application of social assessments. makes Using theoretical literature, interviews with experts and qualitative method of data analysis, this research makes the common denominator of evaluating the effects and social risks of flood as the basis of the research and identifies its social effects and possibilities. pay The results of the research show that the effects and probabilities that are classified in demographic indicators are from the highest intensity and the longest duration of the negative social effect/possibility, and on the other hand, the indicators of social protection, risk management and activation.
